As data communication will be the cornerstone of the 2020-2025 Air Traffic Management Operational Concept, IATA encourages the earliest implementation of data communication to introduce ATC data applications such as Controller Pilot Data Link Communications (CPDLC) and Automatic Dependent Surveillance (ADS). An early implementation doesn't only provide direct safety and economic benefits but ensures a smooth evolutionary transition from the present operational practice towards the future Operational Concept.
After a difficult start, the FANS 1/A services have matured to provide significant benefits to both the airspace users and Air Traffic Service providers mainly in Oceanic and Remote areas. It is now time to expand ATS data link services in the continental higher traffic density areas in the world and the introduction of a terrestrial air ground data link is more than due.
While various alternatives are being offered, the airline choice is clear for VDL Mode 2. The airline argument is not just on technical merit but because our industry must move forward progressively towards ATS data based services. VDL Mode 2 is the only logical choice because it is a globally accepted standard supported by our communication service providers SITA and ARINC. A speedy introduction of VDL Mode 2 will not only provide the opportunity to achieve early benefits but will significantly reduce the risk of proliferation of system solutions.
