Secondary Closures

 IATA DGR paragraph 5.0.2.7.2, reflects the wording of the ICAO Technical Instructions Part 4;1.1.4.1. The intention of this new paragraph is that the requirement for closures to have a secondary means of retention only applies to inner packagings containing liquids. The guidance document clarifies this point until official modification of the text can be adopted.
