Security Updates

IATA to create new Cargo Security Task Force (CSTF)

In order to assist regulators (e.g. US TSA, European Commission) and international organizations (e.g. ICAO, WCO) to refine their regulations and standards to enhance security along the supply chain, the IATA Cargo Security Task Force (CSTF) has been  re-established  and will consist of senior air cargo security subject matter experts from IATA airline members.

The objective of the Task Force is to ensure, though cooperation with regulators, that aviation security legislations will, wherever practicable, be compatible with and take account of the business processes and constraints of the airline industry and trade facilitation.

The CSTF will make recommendations on existing and future national/regional regimes and regulations with a view to international harmonization and standardization for the security of the airfreight supply chain for both cargo and mail such as:

  • ICAO Annex 17 Security
  • WCO SAFE framework of standards
  • National and regional emergency amendments
  • The Secure Freight Program
  • IATA Resolutions and Recommended Practices

IATA Member Airlines adopt the new Consignment Security Declaration as a Recommended Practice

At the 33rd meeting of the IATA Cargo Services Conference (CSC/33) held in Istanbul on 8 March 2011, IATA member airlines adopted amendments to IATA Recommended Practice 1630 "Cargo Security" to incorporate the provisions of the new standard consignment security declaration. The revised RP1630 includes the layout of the security declaration form, example of the completed security declaration form, and instructions for transmitting the data electronically.

The consignment security declaration provides regulators with an audit trail of how, when and by whom cargo has been secured along the supply chain. It can be:

  • Transmitted and archived electronically
  • Audited by regulators at any point in the supply-chain
  • Reproduced on paper form from electronic information
