Secure Freight Update
Last April, IATA presented a Secure Freight Working Paper to the ICAO panel of aviation security experts. The paper invited the panel to consider amending the cargo security standards contained in Annex 17 - which provides the global framework for aviation security - to include supply chain security requirements. The panel agreed that a proposal should be considered for inclusion and that IATA will participate at a special drafting meeting in October.
Secure Freight must be relevant in countries which have mature air cargo security programs as well as those which do not.
Ideally, countries with effective and mature programs should recognize Secure Freight as equal to their own program and be the option to adopt and implement, in those countries that do not have an effective program yet.
Secure Freight will be based on two key documents currently in development:
- Standards Manual - outline how to be a recognized Secure Freight Operator and the activities and performance levels required to participate in Secure Freight for each operator type (e.g., shipper, forwarder, airline)
- Standard Operating Procedures - articulate how to move Secure Freight in the supply chain and will define what Secure Freight is, the strategy, phases of participation, how to develop a business case, terms and definitions, etc.
