Implementation Program for Safe Operations in Africa (IPOSA)

Implementation Program for Safety Operations (IPSOA) in AFI is IATA’s contribution to the Global Aviation Safety Roadmap (GASR)  It address areas 6 (Reporting and Analysis of errors/Incidents) and 12 (Use of Technology to Enhance Safety).

This is being achieved through sponsorship of the Flight Data Analysis (FDA) program for 9 airlines over a 3 year project (ends December 31, 2011) in order to support safety culture development. At maturity of the project the airlines are expected to have graduated from categories red and amber, and on to green status.

Project categories defined

  • Red - a situation where no FDA program has been implemented at all and the airline is relying instead on parallel conformance to try and meet mandatory requirements
  • Amber -  an FDA program has been set up purely to comply with IOSA and Regulatory Requirements and yet there is no beneficial outcome being realized from the program
  • Green - a fully fledged FDA program supported by its Regulatory Authority, has Non-Punitive & Just Culture, evidence of SOP changes based on FDA outcome and has graduated from data protection to open data sharing culture.
