The Passenger Agency Conference (PAConf) governs the relationship between airlines and their appointed Accredited Agents by establishing rules and Resolutions that provide a single Passenger Sales Agency Agreement worldwide (excluding commissions, tariffs, or any commercial matters) and a set of Passenger Sales Agency Rules.

It is the governance body that supervises all policy developments and decides the rules governing the IATA Passenger Agency Program, and on all matters relating to the Billing and Settlement Plan (BSP).

All IATA member airlines can appoint a representative to PAConf.
