IATA and the Civil Aviation Authority (CAA) of the Republic of Moldova have signed a Memorandum of Understanding (MoU) on the use of the IATA Operational Safety Audit (IOSA) and IATA Safety Audit for Ground Operations (ISAGO) to complement safety regulatory oversight in the country.
The IATA Operational Safety Audit (IOSA) was developed in 2003 and successful completion of this audit has been compulsory for all IATA members for more than a decade. 142 of the 437 airlines on the IOSA Registry are non-IATA members, proof of its value and impact on the entire airline industry. Moreover, the all-accident rate for IOSA carriers is between two and three times better than non-IOSA carriers. This record of performance has encouraged several national regulators to implement IOSA precepts into their safety oversight, with the CAA of the Republic of Moldova becoming the latest in Europe to do so.
Similar to IOSA, IATA's Safety Audit for Ground Operations (ISAGO) has been built upon a "backbone" of audit standards applicable to all ground handling companies worldwide, coupled with a uniform set of standards relevant for the specific activities of any ground handler.
As a result, the ISAGO audit can be applied consistently to multinational ground handlers, as well as to smaller companies providing services at a single station.
IATA and the Civil Aviation Authority of the Republic of Moldova have signed a MoU on the use of IOSA and ISAGO to complement safety regulatory oversight in the country. The MoU, signed in July 2019, establishes mutually agreed conditions, mechanisms and procedures necessary to effectively incorporate IOSA and ISAGO into safety oversight processes. A coordination group will be established with IATA and CAA members, and the scope of the cooperation includes the sharing of IOSA and ISAGO reports with the CAA, which will investigate ways to harmonize the oversight process to reduce overlapping.
