A complete and up-to-date legal and regulatory framework constitutes the foundations of an effective civil aviation system which is safe, secure, regular, sustainable and efficient. Some States may need a reform of their civil aviation laws and regulations due to existing legal and regulatory instruments being outdated or not covering the latest amendments to the ICAO Standards and Recommended Practices (SARPs); gaps in critical areas related to safety and security oversight, or inadequate provisions for economic or environmental aspects of civil aviation law and regulations. IATA's CAA Compliance with ICAO SARPS course is designed to provide the essential knowledge and skills which will enable State officials at all levels to adequately plan, manage, control and update State civil aviation laws and regulations in order to adequately reflect national policies and to comply with international obligations.
*This course has been recognized by the Quebec Bar Association and will provide 30 CLI credits.

Prerequisites
- Recommended level is Intermediate and Advanced.
- The recommended level of language proficiency is ICAO Operational Level 4 for courses in English or the equivalent level for other languages.

Upon completing this course, you will be able to:
- Articulate essential concepts of international laws and regulations applicable to civil aviation, understanding their significance and implications
- Evaluate different models of laws and regulations, analyse their effectiveness and relevance and make informed decisions and plans to update existing frameworks in alignment with ICAO SARP
- Develop a State aviation legal and regulatory
- reform project management plan, effectively managing and implementing regulatory changes
- Demonstrate advanced proficiency in organizational leadership by effectively utilizing strategic communication and change management techniques to secure stakeholder support progress effectively
- Structure the legal and regulatory framework so as to facilitate its amendment and improvement
The key topics that are covered during this course include:
- Developing the structure of an updated civil aviation legal and regulatory framework
- Comparing different model civil aviation laws and regulations
- Determining national policies to influence the civil aviation legal and regulatory framework
- Identifying sources of international laws to determine obligations related to safety, security, environment, liability and air transportation
- Developing a project plan, terms of reference and techniques to implement and evaluate it
- Developing staff training plans
- Creating communication plans to manage stakeholders and media
This course is recommended for:
- Officials from government agencies responsible for regulating civil aviation, including CAA, ministries of transportation and foreign affairs and regulatory bodies
- Managers up to and including Director General level of Civil Aviation Authorities
- Auditors, inspectors, regulatory compliance and legal officers working within civil aviation authorities
An IATA Certificate of Completion is awarded to participants obtaining a grade of 70% or higher on all exercises and exams. A special distinction is awarded to participants obtaining a grade of 90% or higher.
