The Passenger Services Conference Resolution Manual (PSCRM), formerly called the Passenger Standards Conference Manual (PSCM), includes all resolutions and recommended practices that have been universally agreed upon by airlines to process passengers and baggage for both online and interline carriage.
It includes procedures for reservations, passenger and baggage check-in and ticket issuance, specifications for baggage tag and ticketing, and various multilateral interline agreements and other passenger traffic-related regulations. It features standards related to New Distribution Capability and One Order (collectively Offer and Order Management) in support of the industry ambition to move to Airline Retailing, for example the Airline Taxonomy of Offer Components.

In addition to the resolutions manual, you are also provided with a convenient toolbox containing several IATA important artifacts that supports the move to Offer and Order Management. You will find important links to our Developer Portal and other resources. These links allow you to gain access to documentation related to the implementation of New Distribution Capabilities and One Order, collectively known as Enhanced and Simplified Distribution (EASD) under the provisions of Resolutions 787 and 797. These are essential documents and artifacts when implementing Offer and Order Management standards as all the technical specifications are included.

Significant Changes and Amendments to the 46th edition (2026) of the IATA Passenger Services Conference Resolution Manual include:
- Resolution 701 - This Resolution has been split to form 701a – Inadmissible Passengers, and 701b - Deportees.
- Resolutions 722 (f,g,h) - Updated text to state the no show indicator shall be included in the display response when set, and shall only be in the history when deleted.
- Resolution 743 - Added new text to Section 1.6.2 regarding key regulatory information in accordance with RP1743a.
- Resolution 743b - Updated Baggage Identification Chart [03, 05, 50, and T]. These changes are published as of 2026, with the intended effective date of 01 June 2027.
- Resolution 753 - Updated Section 1, stating the failure to provide evidence in the form of baggage tracking data for change of custody as per Reso 753 will result in 100% proration, and Section 3.4, specifying the location of the delivery of baggage to the passenger upon arrival.
- Resolution 762 - Updated Section 2: Use of Three-letter designators (removing “two character” due to likely depletion). Updated Section 4.1.3: to include UNHAS eligibility for the IATA two-character designator code and three-numeric airline accounting code.
- Resolution 767 - Updated Section 2.2 to three-alphanumeric (removing “three-letter” due to likely depletion). Updated Section 4.1.3: to include UNHAS eligibility for the IATA two-character designator code and three-numeric airline accounting code.
- Resolution 780 - Added new text to 4.1.1: Airlines must retain and share key regulatory information. Additional information may be required, as deemed necessary, in accordance with Recommended Practice 1743a.
- Recommended Practice 1701q - New Recommended Practice added.
- Recommended Practice 1730 - Updated RP1730 to include additional language clarifying the continued relevance of Tariff Resolutions in the current environment and their non-applicability in an Offer & Order context.
- Recommended Practice 1743a - Updated text to include Regulatory Information regarding email notifications, with new examples for AHM message format
