Following the 2016 United Nations Security Council Resolution on Aviation Security (UNSCR 2309), IATA's 2017 Annual General Meeting affirmed the airline community's determination to support enhancing the security of civil aviation in its
Resolution on Aviation Security. This first edition of the SeMS Manual was launched in November 2017 as just one measure taken by IATA to provide practical guidance that can be applied and adapted to your organization’s needs. The SeMS manual is updated annually.
Depending on how it is implemented, the SeMS Manual does the following:

Evolution from Security Manual to SeMS Manual
This 1st Edition of the SeMS Manual is the culmination of the initial phase of an evolving continuous learning process that began in 2015. The manual complements IATA's workplan on aviation security to shape a proactive, strategic and risk-based approach to protective security.
With the evolution of the Security Manual over the last couple editions focusing more on SeMS combined with SeMS maturing in the aviation industry generally, it was deemed the right moment to have a dedicated SeMS manual.
