2026 Passenger Services Conference Resolution Manual (PSCRM)

Significant Changes and Amendments to the 46th edition of the PSCRM include:

  • Resolution 701 - This Resolution has been split to form 701a – Inadmissible Passengers, and 701b - Deportees.
  • Resolutions 722 (f,g,h) - Updated text to state the no show indicator shall be included in the display response when set, and shall only be in the history when deleted.
  • Resolution 743 - Added new text to Section 1.6.2 regarding key regulatory information in accordance with RP1743a.
  • Resolution 743b - Updated Baggage Identification Chart [03, 05, 50, and T]. These changes are published as of 2026, with the intended effective date of 01 June 2027.
  • Resolution 753 - Updated Section 1, stating the failure to provide evidence in the form of baggage tracking data for change of custody as per Reso 753 will result in 100% proration, and Section 3.4, specifying the location of the delivery of baggage to the passenger upon arrival.
  • Resolution 762 - Updated Section 2: Use of Three-letter designators (removing “two character” due to likely depletion). Updated Section 4.1.3: to include UNHAS eligibility for the IATA two-character designator code and three-numeric airline accounting code.
  • Resolution 767 - Updated Section 2.2 to three-alphanumeric (removing “three-letter” due to likely depletion). Updated Section 4.1.3: to include UNHAS eligibility for the IATA two-character designator code and three-numeric airline accounting code.
  • Resolution 780 - Added new text to 4.1.1: Airlines must retain and share key regulatory information. Additional information may be required, as deemed necessary, in accordance with Recommended Practice 1743a.
  • Recommended Practice 1701q - New Recommended Practice added.
  • Recommended Practice 1730 - Updated RP1730 to include additional language clarifying the continued relevance of Tariff Resolutions in the current environment and their non-applicability in an Offer & Order context.
  • Recommended Practice 1743a - Updated text to include Regulatory Information regarding email notifications, with new examples for AHM message format.

2026 Standard Schedules Information Manual (SSIM)

Significant Changes and Amendments to the 36th edition of the SSIM include:

  • Chapter 2  Clarification added on the use of General Information data element.
  • Chapter 3 – Standard for print layouts no longer supported in SSIM. Chapter 3 has been removed as agreed by the Schedules Publication Group (SPG).
  • Chapter 6 – Use of Action Code D (Delete Data) during Initial Submission of new season. Waitlist Slot becomes available - Clarification added on how a coordinator can notify that a waitlisted slot is available and how an airline can confirm whether it will accept.
  • Appendix A – New Assignment Principle Code added. New and revised Aircraft Type Codes.
  • Appendix D – New and revised Passenger Terminal entries.
  • Appendix F – Daylight Saving Time Information for 2026-2027 and 2028.

2026 Revenue Accounting Manual (RAM)

Significant Changes and Amendments to the 26th edition of the RAM include: 

  • RAM validity and editorial updates

2026 Ticketing Handbook (THB)

Significant Changes and Amendments to the 58th edition of the THB include:

  • Introduction - A new section has been added to explain to travel agents the value of IATA’s Billing and Settlement Plan (BSP) and the different levels of accreditation schemes that are available. Abbreviations used in this handbook have been updated. All facsimiles throughout the book have been updated to reflect new dates.
  • Chapter 2 Section 2.2.6 - Makes it clear the fare basis codes to be used for the ZED/MIBA rebate travel scheme.
  • Chapter 2 Section 2.2.9.2 - References to the ability to extend the validity of tickets beyond their standard validity date due to the corona virus pandemic (COVID-19) is deleted since the provision is no longer applicable.
  • Chapter 2 Section 2.2.16.2.3 - Has been amended to clarify the form of payment to be used for IATA EasyPay is changed from IEP to ‘IATA EASY PAY’
  • Chapter 2 Section 2.2.26.13 - Clarifies the rules for the issuance of tickets for the removal of inadmissible passengers and the responsibilities for the airlines participating in the inbound and outbound carriage.
  • Chapter 3 EMD Section 3.1 - Clarification has been added to emphasize that interline EMDs are designed to work in exactly the same way as interline ETs and the Validating Carrier of the EMD remains the owner of the EMD and as such should receive all the status changes related to it. 
  • Chapter 3 EMD Section 3.4.2 - Clarification has been added regarding the coupon numbering of multiple EMDs issued in conjunction.
  • Chapter 3 EMD Section 3.4.4 - Clarification has been added related to the validity of the EMD and an exception for the US DOT regulations.
  • Chapter 3 EMD Section 3.4.10 - Clarifies that the Banker’s Selling Rate in effect at the time of payment shall be used to convert the filed currency amount when different.
  • Chapter 6 Changes to Passenger Tickets section 6.1 - References to the ability to extend the ability to exchange, reissue or refund beyond their standard validity date due to the corona virus pandemic (COVID-19) is deleted since the provision is no longer applicable. All references to the handling of tickets during the COVID-19 pandemic are deleted.
  • Chapter 6.1.2 - A new section has been added to explain the differences between exchange vs reissue transactions.
  • Chapter 15 Modern Airline Retailing Section 15.1.2: A new section has been added explaining the new concepts used to enable personalization using dynamic offers.
  • Chapter 15 Product Catalogue New Section 15.10.3.5 - A new section has added to clarify the difference between carrier filed fares and offers to be used in Modern Airline Retailing.
  • Appendix F - Updated to reflect the latest taxes, fees and charges and their related codes applicable to tickets. 
  • Appendix G - Ticket and EMD Number Management (Traffic Documents) – A revised table of form code allocations has been added.
  • Appendix H - A new section has been added detailing a complete set of industry definitions and explanations, including definitions used in Modern Airline Retailing.

2026 Passenger Tariffs Conference Composite Manual (PTCCM)

Significant Changes and Amendments to the 21st edition of the PTCCM include:

  • Resolution 024k - Currency Related Rules, Paragraph 2) a) : addition of clarification for payment of excess baggage and other charges in a currency other than the filed currency
  • Resolution 011c - Multi Airport City, Section B, Paragraph 2)a)ii) : new Paragraph 3, with addition of language addressing scenarios impacting CCD resulting from changes in ACD

2026 Passenger Agency Conference Resolution Manual (PACRM)

Significant Changes and Amendments to the 47th edition of the PACRM include:

  • Resolutions 800 and 812 - Amendments to both Resolutions clarify that commissions and remuneration are determined by Airlines. Additionally, changes to the arbitration provisions aim to provide greater transparency and clarity on the arbitration process available to parties in the event of a dispute.
  • Resolution 880 - The Reduced Fares process for member airlines and requestors, previously spread across multiple Resolutions, is streamlined and unified under a single resolution— Resolution 880. As part of this optimization, Resolutions 884, 884a, 886, 888, and Section 4 of Resolution 820e are discontinued.
  •  Resolution 848 - Resolution 848, which established the rules of the IATA EASY PAY, a pay-as-you-go payment solution introduced under the NewGen ISS program, is discontinued, as its provisions are fully incorporated into Resolution 812 governing Passenger Sales Agency Rules.
  • Resolution 812 - Removing Section 6.5.3.7(b) from Resolution 812 will result in standardized remittance periods across all markets governed by this Resolution. Effective 1 June 2026, and subject to the applicable remittance frequency, all agents will be required to remit funds to IATA in accordance with the rules set out in Sections 6.5.3.6 and 6.5.3.7. 
  • Amendments to Section 2.2.5 of Resolution 812 Enhanced clarity around agents’ trading history by specifying that the limited exception in Section 2.2.5.2 applies exclusively to the conditions outlined in 2.2.5.1(c), while excluding scenarios (a) and (b). This refinement eliminates ambiguity and prevents any misinterpretation.
  • Section 3.3.2 of Resolution 812 - Has been amended to include clear wording on the non-compliance actions applicable to Travel Agents who fail to comply with the annual agency revalidation process

2026 Airline Industry Reservations Interline Message Procedures (AIRIMP)

Significant Changes and Amendments to the 50th edition of the AIRIMP include:

  • Introduction of new SSR MWDT – Military/Government Working Dog Team

2026 Reservations Handbook (RHB)

Significant Changes and Amendments to the 37th edition of the RHB include: 

  • Introduction of new SSR MWDT – Military/Government Working Dog Team

2026 IATA Station Standard Minimum Connecting Time (MCT)

Significant Changes and Amendments to the 3rd edition of the MCT include:

  • 3% more MCT airports, raising our worldwide connection coverage to 83%
